Duties and Responsibilities: 

  • Responsible for the agricultural meteorology programme at Caribbean Institute for Meteorology and Hydrology (CIMH). This includes training of meteorological and agricultural personnel from the sixteen member territories of the Caribbean Meteorological Organization, as well as research and development activities in those territories.
  • Currently Acting as Chief of Applied Meteorology and Climatology (since July 2007). This section develops weather and climate related products that would be an asset to the productive and supportive sectors of the region; inter alia water resources, agriculture, tourism, energy. Examples include:
    • The Caribbean Drought and Precipitation Monitoring Network with applications to all socio-economic and cultural sectors
    • Agroclimatic Analysis of Guyana
    • Caribbean Agrometeorological Network
    • Precipitation Outlook
    • Haiti Rainfall Analysis using WRF model
  • Co-coordinator of the project The Caribbean Water Initiative (jointly implemented by the Brace Centre for Water Resources Management of McGill University, the CIMH, and the partner countries of Grenada, Guyana and Jamaica and sets to increase the capacity of Caribbean countries to deliver equitable and sustainable IWRM). This project is funded by the Canadian International Development Agency (CIDA) at Can $1 million.
  • Coordinator of the Caribbean Drought and Precipitation Monitoring Network (CDPMN). An activity geared to the development of drought and extreme precipitation indices and indicators to identify periods of severity and future severity in the Caribbean. This project was launched under CARIWIN, but attracted interest from the Institute of Earth Sciences of University of Applied Sciences of Southern Switzerland (SUPSI) which expanded the project to include Barbados and Trinidad (resulting in the development of the Caribbean Water Monitor tool) with a grant from the Rectors' Conference of the Swiss Universities of Applied Sciences for Developing and Transition Countries (KFH-DC) of SFr (Swiss Francs) 75,150.
  • Coordinator of the Caribbean Agrometeorological Initiative (CAMI). CAMI is a European Union funded project through the ACP Group of States Science and Technology Programme with the objective of assisting farming communities in the Caribbean region through provision of information on predictors of the rainy season potential and development of effective pest and disease forecasting systems for improved on-farm management decisions; preparation and wide diffusion of a user-friendly weather and climate information newsletter and organization of forums with the farming community and agricultural extension agencies to promote a better understanding of the applications of weather and climate information to farming. The approved grant from the European Union is €720,388.20.
  • CIMH coordinator of the re-establishing of the Regional Climate Outlook Forum (RCOF), in collaboration with the Caribbean Community Climate Change Centre (5Cs), the National Oceanic and Atmospheric Administration (NOAA), the US Geological Survey (USGS), the US Agency for International Development (USAID) and the International Research Institute for Climate and Society (IRI). This activity commences with a regional workshop will take place on June 21-23, 2010 in Barbados. Focal Point for Global Environmental Change and Food Systems in the Caribbean (GECAFS Caribbean), which included impacts of climate and climate change on regional food systems and food security and policy responses that can mitigate negative impacts on food security. From this process a regional Science Plan and Implementation strategy was developed as well as prototype food systems scenarios for the Caribbean and an article in the Environmental Science Policy Journal which investigate policy options for enhancing Caribbean food security under environmental changes, in particular climate change.
